epiphany should consider the contents of /etc/ssl/certs when validating an
SSL certificate. This directory is managed by the ca-certificates package; it
provides a system-wide way to install CA certificates to be trusted by
the programs running on a machine. Or at least, it would do if more
programs consulted it. :)

That's the same bug as #316436 for firefox and is not likely to happen
before #377269 and #377314 are fixed.

Note that if you install epiphany-extensions, you can access the ssl
certificate manager and import certificates in /etc/ssl/certs.
