It's not a bug, it's a documented feature:

`    prints as ‘ (left single quotation mark)
'    prints as ’ (right single qutation mark)
\`   prints as ` (grave accent)
\'   prints as ´ (acute accent)
\(aq prints as ' (apostrophe)
