Justification: breaks the whole system

Dear Maintainer,

booting the kernel on the computer as given in the description below
hangs at the message "loading initial ramdisk" (no change of display
mode, just the two initial boot message lines)

Turning off the boot "quiet" option, and/or adding "nomodeset" doesn't
change things.

Dear maintainers,

I might be hitting the same problem, but I can see the kernel panic 
message:

First a couple of lines saying:

"AMD-Vi: Completion-Wait loop timed out"

then:

"Kernel panic - not syncing: timer does't work through 
Interrupt-remapped IO-APIC"

I was experiencing this also with the 5.14.0-trunk kernel and the 5.13 
before from experimental.

I updated the Lenovo BIOS to the current version but the problem 
persists. Also, booting with "amd_iommu=off" did not help.

Do you need more information? Unfortunately this did not make it to the 
system logs.

I have just tried installing the kernel from unstable. After reboot, the 
booting process just hung at the very early stage. Nothing was printed onto 
the screen, and I cannot find the logs, as it happened during booting from 
initramfs.

The problem may be specific to Debian, as I tried booting openSUSE Tumbleweed 
from LiveUSB with kernel 5.14.5, and it worked fine.

I am using Lenovo Thinkpad E495 with AMD Ryzen 5 3500U CPU.

With 'mem_encrypt=off' the kernel boots fine, thanks for the pointer. 

@Bastian: I'm not sure I understand why you downgraded the bug to
important (I could have understood serious, grave). 

When the package is installed as is, one can't boot from this kernel,
so the package should not got into testing as is, and for that reason
the severity should be "serious" at least (But I don't want to go into
a severity fight, so I don't add a control line to change this).

I've hit this issue with the linux-image-5.14.0-1-amd64 (5.14.6-2) that
has made its way to testing this week; symptom is grub never shows
anything after the loading the initrd message. earlycon=efifb and
earlyprintk=efi didn't give any extra output. mem_encrypt=off resulted
in a successful boot.

Hardware is a Ryzen 3 3500U laptop. It seems like this is a potential
interaction between the memory encryption and amdgpu?
