Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
translate could not be built reproducibly.

Although it uses SOURCE_DATE_EPOCH, the output varies on the timezone
of the build server. A patch is attached that ensures that UTC is used.

Good point, thanks! Shouldn't matter much to the end user as it only
outputs the date, not any time.
