It's not supposed to display. The purpose of the ALT attribute is to
specify text that is displayed *instead* of the image, for people
using text browsers or with image loading turned off. Thus the term
"alternate".
If you want a caption/tooltip/whatever to pop up when someone mouses
over the image, the correct attribute is TITLE.

(Yes, I know some browsers render ALT this way. That doesn't make it

Perhaps this should be an option to be enabled in preference
someplace. Maybe "Show alt tags" and "Give title tags precidence (correct
word?)" options?

There already is, it's just a little hard to find:
Edit->Preferences->Advanced->Images and select "Do not load any images".
This will show the ALT attributes.
:-)
Seriously: Using the ALT attribute to do tooltips/captions is a misuse
of the attribute. Read http://www.htmlhelp.com/feature/art3.htm about
correct use of ALT . The short summary is that ALT is there for people
who cannot see the image. A correct ALT text is unlikely to be a
suitable TITLE. Providing the option you propose just encourages further
misuse.
