The 2.11-3 version of calls iconv from debian/rules, which fails to
build under certain locales, as seen in the reproducible builds test
infrastructure:
https://tests.reproducible-builds.org/debian/rb-pkg/unstable/amd64/rox.html
Fortunately, the locale on buildd.debian.org does successfully build, so
this is not a serious bug.
The attached patch fixes this by calling "iconv" under the C.UTF-8
locale in debian/rules.
