Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
check-pgbackrest could not be built reproducibly.

While it uses SOURCE_DATE_EPOCH when generating the manpage, the output
depended on the build system's local timezone.

A patch is attached that uses UTC.
