Dear Maintainer,

This patch brings the debhelper-compat version up to 13, since it is currently still set to 9 which is deprecated and generates warnings during build.

This also does a 'wrap-and-sort -ast'.

This removes some build deps that are no longer needed:
libudev-dev
python3-nose (technically the tests use python3-nose2, but they aren't run during build anyway, because they require nvme hardware)

This adds some build deps there were missing:
pkg-config
uuid-dev

I should have also mentioned that without the uuid-dev package
installed at build time, the nvme command 'gen-hostnqn' can't be
built, so this patch does fix that.
