   * What led up to the situation?
   Downloading maps for navit from the navit map site and editing
   navit.xml didn't let maps be displayed
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     I downloaded a layout file from github
     https://github.com/navit-gps/navit/blob/trunk/navit/navit_layout_car_android_shipped.xml
     and edited the navit.xml to load it. e.g. 

     <xi:include href="/home/mobian/Documents/navit.maps/layouts/navit_layout_*.xml"/>

   * What was the outcome of this action?
   The map was able to be displayed
   * What outcome did you expect instead?
the layouts should be packaged in navit-data and loaded automatically.
