This applications mixes two incompatible (advertising requirement 4-clause
BSD & GPL) licenses.
On top of this there hasn't been a release for years; and it's GTK+ 1
(thus obsolete now) software.

I have tried to contact upstream about license changes; 
without response so far, as far as I can remember.

Which is mostly my point. How useful is it to keep open over 2 years old RFP
bugs for software which can't be packaged anyway, and for which attempts
to resolve the problem have so far not had any result?

Not really, xipmsg still works with latest XFree86.
Gtkipmsg may still build with GTK+ 2 if it doesn't use anything which has
already been really obsoleted (though such apps are scarce IME), but it's
bound to use at least some deprecated features.
