Version: 2.10.0+2018.08.28+git.8ca7c82b7d+ds1-12+deb10u2
Severity: normal

Dear Maintainer,

We have noticed that openvswitch-switch service is restarted when the package is upgraded.

It could be that openvswitch-switch.postinst restarts the service.

We noticed this issue on a ganeti cluster (bug: https://trac.torproject.org/projects/tor/ticket/34185).
