Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
designate could not be built reproducibly due to another configuration
default varying with the build environment.

This is a slight followup and variation on #881157, #883728, #889315 &
#942848 -- we'll get there eventually. :)
