Hi,

src:r-base does not appear to respect the "nodoc" profile in
DEB_BUILD_OPTIONS. This is a separate issue to src:r-base not
respecting nocheck which was filed as #942867. 

A patch is attached that somewhat-brutally fixes this and shaves about
a minute off the build time on my system. Discovered as part of
faffing around with Reproducible Builds [1].
