meson 0.48.0-2 entered unstable 4 days ago
(the old meson is the cause of the FTBFS).
I've seen this specific issue (meson 0.48.0-1 still used) several
times in recent days, always on arm64.
Holger mentioned that there have been squids cache issues recently.

yes, Mattia and myself have discussed them on irc recently and we
believe that squid has issues with us setting the time back and forth
(by 398 days) on the nodes testing for reproducibility in the future.
we thus believe the solution to this problem is to just use one squid
instance each for:
- the profitbricks amd64&i386 build nodes in our (virtual) datacenter 1
- the profitbricks amd64&i386 build nodes in our (virtual) datacenter 2
- all arm64 build nodes at codethink.
I'll try to get this implemented in the next 7 days, else a ping will be
appreciated.
