Hi,

Whilst working on the Reproducible Builds effort [0], we noticed
that infnoise could not be built reproducibly.

Whilst you do set GIT_DATE using SOURCE_DATE_EPOCH, you forgot to pass
--utc to date(1) so it varies on the build timezone.

Patch attached.
