The package cowsay includes an ASCII representation of Zoophilia. The
file in question is /usr/share/cowsay/cows/sodomized-sheep.cow
This is a legal issue in many countries. Even if it's not well-defined
by law if ASCII representations of Zoophilia are legal or not, I'd
rather prefer not to take a chance being involved in a lawsuit when such
a file could be found on my computer.
Please remove the file from the packages as soon as possible. Thank you.

It's not about whether I find this package tasteless or offensive. It's
about a legal issue outlined in my initial bug report.
In fact, the package was installed since I have turned on install
suggests. If this was done on purpose or accident is not open for debate.

Unfortunatly cowsay-off is a recommended package of cowsay, this is
definitely questionable (i would consider it to be a bug)!
About the legal issues:
There are countries in which the possession of certain content is
enough to be sentenced, in particular for example child pornography but
also zoophilia. No distribution or "usage" is required.
My suggestion:
Make cowsay-off only suggested and ask for confirmation on install.

It is. I'm sorry, but in fact, your concern should be that you are obviously unable to control what you install on your system. You can read a handbook on this topic - but please leave unrelated maintainers alone - they are not the support crew for your personal system's administration.
The fix is to purge the package and look and think next time you install packages.

I believe this is a reasonable course of action. I also have to
apologize: I was under the impression that the Zoophilia representation
was in cowsay, when in reality it was in cowsay-off.

Debian Mirror Operator here. This could bring some legal problems for
some of us, since we do not only possess it, but also distribute the
package.. I know this is highly theoretical, but only because law
enforcement in most countries probably don't know about Debian (<-- as a
figure of speech of course).

A name like "cowsay-off" doesn't imply it contains obscene content. Executing apt-cache show on all packages you install is impractical.

I agree. Whilst the content of the file in question is debatable, the
file name itself is not. In fact, "sodomized-sheep.cow" leaves no bug
room for interpretation of the ASCII representation itself.
A note to all those who try to troll me or the bug report because they
read about it on fefe: It was created to protect unknowingly of legal
actions, especially mirror operators or those who have install suggests
and recommends on.
If you find that "You're wasting the time of the maintainers", please
refer to the Debian Code of Conduct [1], which includes, but is not
limited to, those sections:
- Be respectful
- Assume good faith
- Be open

So what about mirrors in countries, where this is illegal (like germany), that get all packages automatically? Is there a way to exclude this illegal package? Wouldn’t it be easier to just remove that file and be done with it?

I don't disagree, but the reason it's called *-off is because there was
a long-standing fortunes-off package with "offensive" fortunes. See
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=769194 for the
discussion on splitting out cowsay-off.
I don't care what it's called, but whatever naming convention is used
should be consistent across all of Debian.

Hi Ævar (cool name btw!) and thanks for pointing out the two
inaccuracies in my first comment. I still would like to know why a
project like Debian (used ostensibly by every kind of human on the
planet, across ages, sexes, political and religious divides and whatnot)
feels like it needs to include anything that's as you state yourself (a)
silly and (b) as such not really useful or necessary for anything in any
way while it /will/ (c) be clear to /any/one within the "large and
diverse community of users and developers"
(https://wiki.debian.org/Community) that pictures of sheep being
sodomized, voluntarily so or not, may cause very real troubles of
various sorts for an unknowable number of members of the that diverse
community.
Unfortunately Felicia took a step back saying this is not about
tastelessness or offensiveness, but only about possible legal issues.
I'll kindly ask you to yourself come up with examples of where all three
of these occur at once, it isn't going to take you very long to do so.
Since I was asked, outside this forum, what, in my opinion should happen:
Felicia, I agree it's a reasonable course of action to ask for user
confirmation on install of cowsay-off and possible other packages like
it. I also agree with you, Ævar, "whatever naming convention is used
should be consistent across all of Debian". I'll go one step further
though and say that the naming convention should be "-offensive". In
addition to that, I /really, /please, want to hear from a member of
Debian as to what the reasoning is for including such imagery in the
biggest and oldest distribution of the largest non-commercial operating
system in the world. I'd further like to ask for that statement to be
well thought-through and non-humorous in nature. That's all the things
that, in my opinion, should happen.

There are (relatively) well-defined legal tests established in many countries which define this. For example, in the United States I understand this would need to be considered a *realistic* depiction of beastiality or meet all three criterion of the Miller test or three pronged obscenity test, which I do not believe it does in either case.
Part of this test is whether people in general would find the image of prurient interest in sex, as in, was it intended to be a realistic erotic depiction with the intent to arouse the viewer? I argue it's not of prurient interest to sex, as the application itself is clearly of a comedic purpose, it has little to no capability (or intent) to be sexually gratifying to anyone.
Also, the entire "work" as a whole must be taken into consideration. Despite the fact the packages are split up as packaged in Debian, I could argue for the developer and say cowsay and cowsay-off are actually a singular work. When taking the sheep image into consideration with the rest of the cowsay application, it becomes apparent, to me, it's neither serving an erotic purpose and that the intention of the program as a whole is purely comical.
I feel it would be an extremely far-fetched scenario for someone to bring charges to a mirror operator based on this very crudely-made ASCII depiction in a relatively obscure package which clearly had no sexual intent, but is specifically intended as a comedic work of art which automatically gains free speech protections (at least in many countries) unless it fails well-defined legal tests as to why it should not be.
Also, obviously my arguments here are specific to US law. As another mentioned, most EU countries have similar free speech protections which take precedence except, again, in well-defined legal circumstances.
I do wholly support changing -off to -offensive, as in cowsay-offensive and that being standard naming practice. I agree with Felicia that the average person could easily install both packages without necessarily realizing cowsay-off stands for "offensive." One argued that it's the users responsibility to know what software they are installing and I don't entirely disagree, but changing the package name would, I think, satisfy the arguments against that stance.
Also, I agree that if a system administrator is installing recommendations and suggested packages by default without reviewing them specifically, that's a failure of that individual administrator and is in my opinion a poor practice to get in a habit of for a variety of reasons, one of which has already been illustrated herein.
As to whether the image is tasteless or funny is entirely subjective as it's comedic art and that should, in my opinion, not be the deciding factor on whether it's included in Debian or not. I have seen comedic depictions of bestiality in popular movies and TV shows where it was protected art, so I feel the comedic and artistic nature here is self-evident.

It might help the discussion to know that sodomized-sheep.cow is not
part of the upstream source tarball, but was added only to the Debian
package in a local patch [1].
Which means your argument could be read to be in favor of actually
removing it from the Debian package. In any case, removing this cow,
which can even only be found in Debian, will not make cowsay as a whole
less useful.

From a technical pov it would be wise to downgrade cowsay-off to
suggests (or just remove the recommends) as mentioned here. That would
exactly fit the reason for splitting out cowsay-off - it makes absolutly
no sense to split out offensive content and then install it as a 'soft'
dependency. Recommends are to strong, installed by default in debian and
cowsay is recommend by games-toys and junior-games-text. Second: The cow
(sheep) is not part of the official tar-ball, so it could be removed
without further discussion about upstream if the maintainer think that's
needed.
I don't want to judge filename or content, at least cowsay-off might not
(will not) exactly fit for games-toys or junior-games-text.

since it belongs to cowsay-off and IMHO 'off' stands for 'offensive' I would suggest that mirrors in bourgeois countries just shouldn't replicate packages named *-off.

It is not recommended (possible?) to exclude single packages from a mirror.

We have mirrors in countries that are not that fond on things like free
speech or human rights. I know the issue is highly theoretical (as
stated before), but assuming that people who mirror Debian are often
also people who are active in (net-) politics, this is a possible risk
for them if the executive forces or government want to create a crime.
As I live in Austria where it is now illegal to use a scarf at
temperatures over 0°C and "preparing to touch" a policemen is a worse
crime than manslaughter on multiple people I am rather sensible to that.
I just don't see a point in patching a file in a package that is not in
the upstream source and that could become a problem for people who
volunteer their time and money to create a mirror. Even if it is decided
to keep this image, a warning on the "How to mirror Debian" concerning
this issue would be good.
