Not sure why; /etc/init.d/hostapd restart restarts it successfully.

Saw this on an armhf system running testing.
/etc/default/hostapd contains DAEMON_CONF=/etc/hostapd/hostapd.conf

Does your system run systemd or sysvinit? If systemd, what does
systemctl status hostapd say when after hostapd is killed?

I ran service hostapd restart; systemctl status hostapd and
that one said:
