* What led up to the situation?
apt install zfs-dkms
* What exactly did you do (or not do) that was effective (or
ineffective)?
installing the zfs-dkms seems to freeze "apt". After a few minutes
beiing stucked on the same line, and looking at the command "top"
showing no cpu was consumed I killed the "apt" command
* What was the outcome of this action?
apt install zfs-dkms

Normally, it would take a lot of time to build the zfs kernel modules
if you are running it on a not-so-powerful box, so I guess this is not
a bug but you need to be really patient, even the configure phrase may
take a lot of time and there could be no obvious CPU usage.
