Hi,
the creation of /var/lib/uim/* depends on the installation and
configuration order of libuim-data and uim-utils.
The sequence
apt-get install libuim-data
apt-get install uim-utils
causes /var/lib/uim/* not to be generated, since uim-module-manager
is not available at the time libuim-data gets configured.

I think there are two way to fix it:
1. add a dependency to libuim-utils on libuim-data, it should be prohibit
such installation order.
2. add uim-utils.posinst and invoke uim-module-manager when there are
no *scm files in /var/lib/uim
Which is the best way? I don't know the such situation libuim-data without
uim-utils is required for anyone or not.

I think 2 is better way than 1. 1 may cause wayward dependency hell.

Just my two cents, we had better to reduce the number of uim package to
facilitate uim package manegement; e.g. synthesize some sub packages...
