Whilst working on the Reproducible Builds effort [0], we noticed
that archvsync could not be built reproducibly.

Could you explain why explain why "tar --mtime=" is not longer

Ah, I thought --mtime was not available in stable. (I was thinking of
--sort=name which is only available in 1.28).
