It could well be dpkg itself, for instance. base-passwd is the very first package that debootstrap installs using dpkg rather than by just extracting file system tarballs, so my expectation is that this won't actually turn out to have anything to do with base-passwd, but we'll see. -- Colin Watson [cjwatson@debian.org]

I wonder if it would be worth documenting requirements for running old versions of Debian on modern kernels in a Debian context too. In general I'm not aware of any cases of maximal kernel versions, just a variety of workarounds (for example userspace that predates Linux 3.x tends to need to be wrapped in 'setarch "$(arch)" --uname-2.6', but even wheezy is newer than that). -- Colin Watson [cjwatson@debian.org]
