Dear Maintainer,

Could Debian patches be indexed by their DEP-3 "Forwarded" state.

That would be useful for the the reproducible builds project, where we'd
like to track fixes that were made in Debian but haven't been upstreamed,
but the functionality would be generic (not specific to r-b in any way [1]).

As a first sketch, the schema could be:

    - source package name
    - version number
    - package format (e.g., "3.0 (quilt)")
    - list of patches
      for each patch:
        DEP-3 info available: (true | false)
	[if true:
          short description
	  long description
	  forwarded: ( yes [optionally with a URL] | no | not-needed )
	]

As a reminder, the value of the "Forwarded" state can also be implicit
depending on other fields. So a plain copy of the field is not sufficient,
you would have to parse "Origin" and "Bug" too.

Actually I see that only "Bug" can influence its default value, though
we could argue that an origin field with "uptsream" or "backport" marker
could set a default value of "yes" as well.
