Hi,
Since I filed this bug, things have changed a little bit. The support for
"hr" seems to have gotten included upstream from a different source, but
it's got some problems -- it doesn't support < and > as AltGr+, and AltGr+.
(respectively), i.e. <AB08> and <AB09>.
This change has been done in console-tools already, BTW.

Can you send a diff between the existing version of symbols/hr and how
you'd like to see the file?
For instance, I am unsure what to do about "periodcentered" on AB09 and
I have absolutely no experience with Slovenian keyboards.

Hi,
For some reason, I never got your message to me asking for the patch, and
this seems to have gotten ignored because I didn't know you wanted it. :(
The patch I've been using, that makes the hr layout consistent with Windows
and with console-tools, just changes the AltGr+. and AltGr+, bindings:

Nobody I know has ever used AltGr+. to get |, because, well, because nobody
uses that, it doesn't work. :) I have no idea why the Slovenians use that,
but us Croats sure don't. We get | by pressing AltGr+w.
In addition, I'd note that some English layouts I've seen use Shift+, and
Shift+. to get < and > respectively, so it's pretty much obvious why we're
binding them to the right Alt, for consistency.
(Please let me know if you need any more evidence that this patch is not
just my silly wish and that it doesn't actually break anything. It's been
almost two years since I submitted it and I'd hate to see it ignored even
further just because I failed to produce enough arguments for it.)

/etc/X11/xkb/symbols/pc/latin defines for the section included by hr:
key <AB08> { [ comma, semicolon, less, multiply ] };
key <AB09> { [ period, colon, greater, division ] };
So XFree86 4.3 should work out of the box, I am closing this bug.
