Built a test package for you, should be available here:
deb http://cascadia.debian.net/~vagrant/debian UNRELEASED main
Install u-boot-sunxi:armhf from there, which has nanopi_neo included (in
fact, all other builds are disabled).
To test, you could use debian-installer's daily images:
https://d-i.debian.org/daily-images/armhf/daily/netboot/SD-card-images/
Download firmware.none.img.gz and partition.img.gz, and then something
like (just like it says in the README*):
zcat firmware.none.img.gz partition.img.gz | dd of=/dev/mmcblk0
Then, reading /usr/share/doc/u-boot-sunxi/README.Debian, you can install
the nanopi_neo u-boot image:
dd if=/usr/lib/u-boot/nanopi_neo/u-boot-sunxi-with-spl.bin of=/dev/mmcblk0 bs=1024 seek=8
Then you ought to be able to see u-boot load on the serial console, and
if you're lucky, boot into debian-installer. You may need a USB network
adapter to get very far...
If the u-boot bits at least work, I'll be happy to add it to the
package, and add you to our list of testers. A rough guide to testing is
available here:

Looks like you may also have to borrow a .dtb from linux 4.9.x:
https://packages.debian.org/search?suite=experimental§ion=all&arch=armhf&searchon=contents&keywords=sun8i-h3-nanopi-neo.dtb
Just copy that onto the debian-installer media in the dtbs
directory. Not sure if it'll work, but if it does, you might want to
request a backport of it to the linux kernel packages.

My UART chip just showed up, so I had a chance to actually try this out
tonight!
So, hot off the presses: Success! I did need to borrow the .dtb, but it
booted and I saw d-i!
However, it appears to not like the USB or Ethernet port (tried a USB
adapter, and it didn't like that either).
saw an Ubuntu image, tried booting that, and that brought up a sane
userland with network connectivity. It's likely a matter of just teaching
d-i about the right firmware

Well, that sounds like it works on the u-boot side, so I'll go ahead and
enable it in the next upload!

That might resolve itself with newer kernel versions; I think stretch
will target 4.10.x from what I recall, and the H3 boards are getting a
fair bit of development with each kernel version...
