Supertuxkart contains a song called "Boom boom boom" in Ogg Vorbis
format. According to the credits and debian/copyright, this song is
created by Matt Thomas, and is licensed under the GNU GPL v3 or later.
The source of the .ogg file is missing. Although what consists the
source of media assets can be unclear, I would like to point out that
there is also a module tracker version of this song, which can
reasonably considered the source, as it contains the score, the samples
used and can be editted in any module editor:

If this is the source then there is a more serious problem. The license
of modarchive modules prohibits modification, so the file would be non-
free for Debian anyway (even if the "source" was included).

It's still a bug - the source has to be in the archive somewhere so
that it can't disappear.

I disagree:
[This all assumes the mod was downloaded from the modarchive and you
didn't get any extra permission from the module author]
If the OGG is under the GPL, then Debian has to redistribute the source
somewhere - which it can't because the source is non-free.
The original license ONLY permits unmodified redistribution. Converting
the mod to another format isn't covered and is therefore a license
violation (so the OGG can't be redistributed period).

I don't think it came from modarchive in the first place, it was added
to the media repo in 2002.

Would it be at all possible for "Vim" to publicly state their approval
of licensing "Boom_boom_boom.ogg" under the CC-BY-SA 4.0 license (by
replying directly to this bug report / upstream github issue / forum
thread at [1])? Unfortunately their last public statement in [1]
imposes a not-for-profit condition on using their work, which violates
DFSG#6.
Does ftpmaster or anyone else in the Debian Games team have any
thoughts about this issue? I think a public statement from the
original composer of the track in question would be sufficient (unless
"Vim" has a gpg key tied to their identity, which doesn't seem to be
the case), unless anyone has any objections? I don't think we can
reasonably expect more proof from upstream that this file is
DFSG-compatible.

We have always accepted that "source" files for media assets may be
outside of Debian. There is no must requirement under the DFSG to
include them in the source tarball, although we recommend it. Often it
is just impractical to ship hundreds of megabyte of media content and an
ogg, bmp or png, (insert $media file here) may also be simply the one
and only source material for an artist.

Agreed. If we start to distrust upstream developers with this, then we
should be consequent enough and stop packaging their software at all and
this doesn't sound like a good approach to me for a distribution like
Debian. I think a public statement from the copyright holder is sufficient.

interpretation whether the file in question in that bug report is

sort of response. I'm willing to take upstream's word about the sound
file's DFSG compatibility, but would like to get a ACK/NACK from
someone authoritative (i.e. ftpmasters).

song was released under CC-BY-SA by the author (as indicated by the
author's email we received, which we published in the mentioned forum

Afaik under CC-BY-SA no 'source code' is necessary, but even so the .mod
file is available in our media repo

I don't think there's anything else we expect from upstream to resolve
this bug. I was hoping for the author (vimster) to release some sort
of public, verifiable statement that they would like to license their
works under CC-BY-SA, in order to refute their earlier statement in
that same forum thread that they want their work to be licensed with a
not-for-profit clause (I'm assuming that would be something akin to
CC-BY-SA-NC, which would not be considered DFSG-free by Debian). But
I'm fine with taking deve's word that the author accepted CC-BY-SA
licensing in a private email. Thanks for getting in touch with the
author and clarifying the license!
My hesitation with this bug was mostly due to uncertainty whether
Debian's ftpmasters and/or other maintainers within the Debian Games
team would require more proof regarding the author's intentions, but
that does not seem to be the case. Assuming no objections from the
team, I'll prepare a STK upload over the weekend.
