A new version of ruby-nokogiri (1.6.8) was released June 6. The
version of ruby-nokogiri packaged in Debian is 1.6.7.2-3.

Immediately, this caused vagrant's autopkgtests to begin failing:

"An error occurred while installing nokogiri (1.6.8), and Bundler
cannot continue."

https://ci.debian.net/packages/v/vagrant/unstable/amd64/

A test should not fail just because a dependency isn't the latest available.

Yes, I was already aware of this.

Unfortunately that's not something that I can control, as the behavior
of `vagrant plugin install` is installing whatever it sees as a missing
dependency. I have dropped the command that tries a plugin install, and
for the moment this will be no longer an issue.
