Hi!

While working on the "reproducible builds" effort [1], we have noticed
that doc-debian could not be built reproducibly.

The attached patch makes the created files stable regardless of the
locale used in the build environment. Once applied, doc-debian can be
built reproducibly in our current experimental framework.
