We want to remove libpng12 from Debian.

The transition to libpng16 recently completed and now libpng12 is out of
testing, next step is to finish the transition in sid (where possible)
and eventually remote libpng12 completely and have only on libpng
version.

We are now down to a handful of binaries still referencing libpng, that
IMHO should just be broken:

I can't think of any reason to hold the removal more, those FTBFS can be
fixed later, and they are only on non-release architectures anyway.
