the petsc configury expects both /usr/lib/<mpi>/include and /usr/lib/<mpi>/lib, 
or else it fails. openmpi provides these, while mpich is missing this symlink.

with this patch, and the additional patch in #811229, petsc should build on 
mpich based archs.

I think this should be fixed in mpich, not in petsc.
