This bug as actually been fixed in 228-3 by
https://anonscm.debian.org/cgit/pkg-systemd/systemd.git/commit/?id=ea089f29bbd2583545b5c1a83756feafacf2801f
We can't unfortunately fix the existing udev.prerm of older versions,
only make sure the new one no longer has the problem.
I wonder if this will affect dist-upgrades from jessie.
Maybe we should drop the Breaks from ifupdown and only use Replaces there.
This is not entirely correct and can lead to missing files on package
downgrades, but it seems to me that this is the lesser evil than having
a failed (dist)upgrade.

Well all I know is the user will get himself into my above state, which
takes a
# dpkg -i /var/cache/apt/archives/*_228-2+b1_i386.deb
etc. etc. to get back out of.

This only happens if you upgrade to ifupdown 0.8.5 and udev 228-3
simultaneously. Due to the mutual Breaks: apt (temporarily)
deconfigures the old udev, which triggers this old udev prerm bug.

It is indeed. It got fixed in 228-3, but we can't retroactively fix
the old one. Michael's idea was to drop the Breaks: from ifupdown and
only keep the Replaces:, which will avoid deconfiguring udev and thus
avoid running into this old prerm bug. Upgrades will be fine with
that, it will just not work correctly with partial downgrades. But we
don't support these anyway.
Unfortunately I don't have a better idea either. Guus, would you be
okay with dropping the Breaks: to udev again?

Hm, I thought dpkg would try the prerm script from the new package if

As far as I can see, not for "deconfigure":

the error unwinding is to call the old version's postinst, which
doesn't help us.
But maybe I'm missing something?

This is exactly the same issue as bug 809743, so merging the bugs. As
discussed, this is fixed in 228-3, but earlier udev versions are
affected. Unfortunately we cannot retroactively fix their prerm
scripts, so we need to work around this in ifupdown by dropping the
Breaks:.

I merged them as both this and 809743 are exactly the same bug -- the
broken udev prerm script in < 228-3. But I don't mind much either
way -- I'm closing the udev one as it did get fixed in 228-3. I'll
mark 215-17 and 228-2 as affected instead.

Why can't this be fixed in a jessie point release?
So at least upgrades from up-to-date jessie would have a deconfigurable
udev.
In ifupdown, adding a
Conflicts: udev (<< 228-3)
could convince dpkg to deconfigure the other package (i.e. ifupdown)
involved in this Breaks loop ... (but I haven't tested this).

ifupdown 0.8.5 actually did have such a Breaks:, but that completely
breaks upgrades from the current udev versions, so that got dropped as
a workaround. (See #809658, #809743).

* Make sure all swap units are ordered before the swap target. This avoids
that swap devices are being stopped prematurely during shutdown.

* Only skip the filesystem check for /usr if the /run/initramfs/fsck-usr

systemd inside the initramfs. (Closes: #810748)
* Fix --network-interface in systemd-nspawn to not fail when modifying an
