trying to use python3 only, and running without a python (2.x) binary; 
converting the pep8 binary to use python3.

This introduces a python-pep8 package, and unfortunately breaking some packages 
which not only require the pep8 binary, but also the pep8 module.

among these are prospector, python-flake8, shortuuid, actdiag.
