Version: 7.0.2-1
After launching Grass GUI, and when I try to enter into some modules, I get
the following message : 'ascii' codec can't decode byte 0xc3 in position 8:
ordinal not in range(128). The problem is that I have not imported raster
or vector maps. I don't know if the problem comes from linguistic packages.
Anyways, the problem seems to concern Python language but I am not expert
in python.

This seems to be a known issue upstream:
https://trac.osgeo.org/grass/ticket/2727
Can you confirm that you're using a non-en_US locale, and that you're
experiencing the same issue as reported upstream?

Reinstalling doesn't change the code, so that's not expected to fix an
upstream issue such as this.
GRASS 7 has greatly improved the Unicode support, but issues such as
this one and #676190 are still outstanding.
I'll add your feedback to the upstream issue, hopefully it will get
fixed in one of the next GRASS releases.

As reported in the upstream bugtracker, this issue has been fixed in
7.0.3 RC1.
