the gnome-bluetooth bluetooth settings window no longer shows anything like it
used to.  I believe this happened after updating to the latest gnome-bluetooth
package.  I can see a small scroll section toward the top of the window and the
scrollbar shows up when I move my cursor over it.  I can't resize the small
scroll portion or ever get anything to show up there.

Afaics, the problem here is, that you are mixing GNOME 3.16 and 3.18

If you update gnome-control-center to 3.18, things should work fine.
