The setcookie() function no longer works when called without value parameter According to http://php.net/manual/en/function.setcookie.pha, only the name is required. It worked like this before php5 5.6.14+dfsg-0+deb8u1

This last patch includes all the upstream bugfixes including https://bugs.php.net/bug.php?id=67131
With this fix PHP sems to no longer repspecting its own documentation
