I attempted to set a gcc5 transition usertag with Control: 
pseudo-headers to nnn@b.d.o 
(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=797944#10), but it 
was rejected with "Unknown command or malformed arguments to command" 
(https://lists.debian.org/debian-release/2015/09/msg00243.html).  The 
same usertag worked when sent to control@b.d.o 
(https://lists.debian.org/debian-release/2015/09/msg00244.html).

That's correct.

Use User: and Usertag: not the Control: psuedoheaders.

user and usertag are not control commands, they are request@ commands.

control@ just happens to be a superset which also supports request@
commands.

I found this bug report.  Let me add a comment.

It seems BTS rejected 2 intuitive pathes to set user/usertag.

See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=804597#5 for such
a failed attempt.   We can not use intuitive pseudoheaders in the initial
bug report to submit@bugs.debian.org .  What ever the reason, it is nice
to support this path for consistency.

Then the following attempt to NNNN@bugs.debian.org
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=804597#10
failed and now I understand this is a feature.  But it is more
consistent to accept this style if possible.

Of course, I eventuarlly set user/usertag via control@bugs.debian.org as
I expected.

Hi, Don.

I periodically bump into this limitation (and the somewhat related
limitation #582171) in the course of reporting or following up on
architecture-specific build failures.  I acknowledge that workarounds
are possible, but would still appreciate a more convenient way to
supply additional usertags short of explicitly copying control@, which
yields uglier e-mail IMO and isn't usefully possible when sending an
initial report to submit@.

Yeah; that's because usertag and user are part of the request@
interface, not the control@ interface. That said, there have been enough
requests for this feature, that I'm going to change it. I just have to
think of the right way to do it.
