Quick work around is to make a config file

/etc/clamav-unofficial-sigs.conf.d/local.conf

containing

si_update_hours="24"

si_dbs="
   securiteinfo.hdb
   securiteinfohtml.hdb
"
*****


Not all the databases seem to have gone.

As reported in https://lists.debian.org/debian-user/2016/03/msg01091.html,
the default configuration now sends out cronspam once every four hours.

It can be disabled with

si_dbs=""

in /etc/clamav-unofficial-sigs.conf.d/local.conf

Debian Buster still has this bug. I think the best solution would be to update the package from upstream sources. Upstream it has been fixed.
