The right upstream bug is https://bugs.php.net/bug.php?id=62596 ( I closed
the duplicate one to avoid confusion).

Notice the PR wasn't accepted... So I don't see us taking this any time
soon.

The problem is reported upstream and isn't specific to Debian, hence the
forward to the relevant report in php.net.

While the forwarded report talks about a different function, they are the
same:
