Please, do downgrade it or tag it as sid + stretch if you disagree.]
php-compat seems only useful to offer a compatibility layer in old
(pre-Squeeze) PHP version, and thus shouldn’t be of any use in any
current Debian release.
Only extplorer (removed from testing a year ago) depends on it, and
php-seclib (automatically) suggests it “to get phpseclib working on PHP
< 4.3.3”, so it is already safe to remove it from testing now.
I intend to follow up with an RM request once Jessie gets released if
nobody objects (but feel free to beat me to it), unless there is a good
reason to keep it as an extplorer dependency (and if extplorer actually
comes back in testing).

Thanks for doing these cleanups. However, as these bugs aren't interesting for
people who are looking for RC bugs to fix, I downgraded them for now. Please
file a removal bug (for jessie or unstable, depending on what you think is
best) for them in a few days.

I hopped the bug title would have been explicit enough to not mess with
the RC-bug fix effort, at worst the two-line disclaimer on top of the
bug log would have been a click away.

As initially stated, I don’t intend to do so before Jessie gets
released [0]. If someone else shares the view that Jessie shouldn’t get
released with such packages, please file removal bugs in the mean time.

Raising back the severity: if people are actually using or depend on any
of these packages, now may be a good time to say so before they get
removed (in the mean time, that should prevent automatic migration to
testing).

dinstall run at the earliest.
Packages are usually not removed from testing by hand. Testing tracks
unstable and will automatically remove packages which were removed
from unstable when removing them from testing causes no dependency
problems. The release team can force a removal from testing if it is
really needed, please contact them if this should be the case.
We try to close bugs which have been reported against this package
