I'm fairly sure it's a bug in either dkms or one of those DKMS packages,
but I can't reproduce the bug here. I'm passing this over to the DKMS
maintainers to debug, but I doubt they'll be able to help soon.
You could try reinstalling dkms and the module packages.

Which version of dkms do you have installed?
The most suspicious candidates in dpkg -L dkms | xargs grep '\<sed\>'
look like:
/usr/sbin/dkms: sed "${sa_mc_o[@]}" "$file" > "$temp_dir_name/${file##*/}.new"
So assuming you can reproduce the problem, can you please add
set -x
at the start of /usr/sbin/dkms and provide the generated output.

Funny, that's the result of:
[[ $file && -w $file ]]
with file=/etc/modprobe.d/dkms.conf.

That's line 3522 of /usr/sbin/dkms:
