In Ubuntu 14.04 we replaced Zen Hei with Droid Sans as the default font
for rendering Chinese content. In case of a Chinese locale, we make sure
that Droid Sans is used via 'binding="strong"' in distro specific lang
guarded fontconfig recipes.
In case of an English locale, we found that AR PL UKai or AR PL UMing
took precedence over Droid Sans when fonts-arphic-ukai and
fonts-arphic-uming were installed (which they are in Ubuntu for Chinese
users). This was not considered a desired behavior, and to fix it we
patched fonts-android 1:4.3-3 so that fonts-droid installs an extra
fontconfig recipe.

The recipe is similar to 64-wqy-zenhei.conf, which previously gave
sufficient precedence to Zen Hei.

Either I am blind or this fontconfig script does in no way limit the
preference of Droid Sans Fallback to Chinese content but prefers it
globally. Nothing that I would want to have installed on my system.

The recipe gives higher precedence to Droid Sans globally if fonts-droid
is installed, in the same manner as 64-wqy-zenhei.conf gives higher
precedence to Zen Hei globally if fonts-wqy-zenhei is installed. So it
alters the default fontconfig order, but that order can be changed via
language specific recipes. For instance, in Ubuntu we make Takao fonts
be preferred in case of a Japanese locale.

Yes, but actually it *isn't* changed by a language-specific recipe, it
just applies globally. With the installation of the fonts-droid package,
Droid Sand Fallback will become the *prefered* sans-serif and monospace
font for all languages, that simply cannot be right. Or am I wrong?

Hopefully you are.
fonts-droid including this recipe is shipped to everyone using Ubuntu
14.04, which was released in April. If it was as bad as you imply, we
would have been buried in bug reports by now, but we aren't.

As you already stated, you can limit the effect of this rule by
providing additional language-specific rules in other packages. But as
it stands now, the rule registers Droid Sans Fallback as the prefered
font for both sans-serif and monospace - without any qualification.

Hm, so that means that due to its rather high prefix number other rules
take precedence. And sans-serif is not universally tied to Droid Sans
Fallback, but only if no other earlier rule already applied. Does that
make sense?

Maybe the prefix number matters some, but I think the recipes in the
other .conf files are more important.
So the recipe does not make Droid Sans *the* preferred font. It just
gives Droid Sans fonts somewhat *higher* precedence, which made the
Chinese Ubuntu users happy.

Please note that this does highly depend on the context of other
fontconfig files. Debian, for example, does not have the language-select
infrastructure that is mentioned in the bug report you sent me.

True.

Right, but those fontconfig files installed by language-selector are
only effective in case of a Chinese locale. Hence they do not affect
what we are discussing here, i.e. possible adverse effects for users
with non-Chinese locales.
In Ubuntu we chose to install the fonts-droid package on all
installations. This was suggested by Chinese users, but since the Droid
Sans fonts cover a bunch of Asian and other non-latin scripts, it's
available for rendering other contents as well. There is an advantage
with that: Contents in more non-latin scripts are now decently rendered
by default. This can be - and is often - changed to other fonts for
non-latin languages, whose users so prefer, via language guarded
fontconfig recipes installed by other fonts packages.
As regards latin scripts, I'm reasonably convinced that the recipe we
discuss in this bug report does not change anything. But it would be
great if you could do the same test on a Debian installation as I did on
an Ubuntu ditto.

I did so on a quite up-to-date Debian testing/unstable/experimental mix
with a handfull of font packages installed. I stand corrected, the rule
has indeed no severe effect on the global preference for the sans-serif
flavor - which, I believe, is due to the clever placement of the rule in
the fontconfig queue and not due to the rule itself (which contains no
restrictions regarding its own scope). Sorry for the noise, but I
believe it was important to discuss this beforehand. Here are my results
of "fc-match -a sans-serif" before and after installing the rule:

That happens when the "git push" action is done after the package has
been uploaded...and the bug closed. The postreceive hook doesn't check
whether bugs it "sees" are closed or not.
I don't think it's worth fixing this, indeed.
