Hi!

ooni-probe [1] which I am trying to package requires GeoLiteCity.dat and
GeoIPASNum.dat for some tests to work.

They are respectively available at:
http://geolite.maxmind.com/download/geoip/database/GeoLiteCity.dat.gz
and:
http://download.maxmind.com/download/geoip/database/asnum/GeoIPASNum.dat.gz

Both databases are licensed as CC BY-SA 3.0 according to
http://dev.maxmind.com/geoip/legacy/geolite/

Do you think these files could be included in the geoip-database package
or maybe in a new packages (e.g. geoip-database-extra)?

Already packaged in geoip-database-contrib (contrib). Since the package 
requires internet connectivity you couldn't build depend on it. So you 
have to disable these tests..

Yes they are "free", but not according to the DFSG, because they are not 
buildable from source.
