Dear Maintainer,

After moving php to the current version I get a "Call to a member
function format() on a non-object " where the "non-object" is a
IntlDateFormatter.

The problem can be confirmed by a simple test:

 $formatter = new \IntlDateFormatter();
 if($formatter === null) { echo 'beep' }

output: 'beep'

Hi Giacomo,

I have tried your test code and it looks like this problem has been
fixed in at least in php5 5.6.0~rc2 (it prints the error about missing
init params). Thus closing the bug.

Feel free to reopen if you retest with current unstable version and
you can still reproduce this.
