Subject: should not ask debconf question whether to enable

Package: unattended-upgrades
Version: 0.79.5
Severity: normal

Hi,

On a Debian system, I run:

  root@flowsel:~# apt-get install unattended-upgrades

I then get a debconf question:

"Automatically download and install stable updates?"

which defaults to No.

This seems awkward and unnecessary hoop jumping to me. Why would I be
installing the package when I didn't want any unattended-upgrades?
And furthermore, why would this question default to false? The mere
fact of me requesting its installation seems enough expression of
my desire for unattended upgrades, or I wouldn't be installing it.

It's de facto policy within Debian that if you install something,
it will be enabled. For example, if you install a daemon it will be
started. Debian Policy also states that any prompting should be kept
to a minimum required.

Cheers,
Thijs
