What’s even more interesting:
The file is not actually used. Removing it does not make the package
build fail and seems not to impact the resulting package. Looking at
the list of files which are currently installed with python-imposm,
kc.so is not amongst them.
kc.c is also not present in the upstream hg repository at
https://bitbucket.org/olt/imposm/src/38d746556f25c9d5f2a203afea453733bef794a8/imposm/cache?at=2.4.0
I suppose this issue can be solved by simply deleting
imposm/cache/kc.c. What do you think?

Indeed, it looks like removing the file from .orig.tar is the way to go.

I have uploaded imposm 2.4.0+dfsg-0.1 to DELAYED/5 which does not
contain that file anymore. debdiff is attached.
Dear maintainer: If you want to handle this yourself, just upload a
version with higher version number than the above to unstable.

Whoa.
Somehow I got unsubscribed from pkg-osm's ML, so I _never_ received anything
related to this bugreport. Weird. The BTS should really send a mail to
Uploaders too.
However, ACK. Thanks for your upload Michael! I was already running around
