Please unblock package atlas.

Compared to the version in testing (-7), release -9 includes:

- a fix for RC bug #684176

- a fix for another RC bug (not reported in the BTS): some prerm scripts were
  crashing (see first entry of 3.8.4-8 changelog)

- a workaround for RC bug #576972 (see the last message in the BTS for more
  details)

- a fix for important bug #680096 

unblock atlas/3.8.4-9

P.S.: if you accept this unblock, please also schedule a give back on armel
(the known build failure striked again).

There's also a switch from cdbs simple-patchsys to quilt.  Which is most
unwelcome right now.

Anyway, unblocked.
