If upstart is installed but not running, init_is_upstart produces this
error message:

initctl: Unable to connect to Upstart: Failed to connect to socket
/com/ubuntu/upstart: Connection refused

I guess initctl version should redirect 2 to /dev/null as you are only
really interested in the return code

Can you confirm that on a system with upstart running, $(/sbin/initctl version 
2>/dev/null) indeed has "upstart" in the output?

I no longer have a Debian system running upstart, but I do have access
to Ubuntu Lucid and Precise systems, where I get:

$ initctl --version
initctl (upstart 0.6.5)

Michael - I think you may have misread Didiers query; note the
distinction between:

  # simply prints the version of *initctl*.
  /sbin/initctl --version

  # talks to upstart over D-Bus and prints the version of *Upstart*
  /sbin/initctl version

Didier - yes, Upstart does indeed return the string "upstart" in the
latter scenario. On an Ubuntu Precise system:

$ /sbin/initctl version 2>/dev/null
init (upstart 1.5)
