Just like kfreebsd needed in #669062, hurd-i386 needs legacy map & io
support in libpciaccess, otherwise Xorg segfaults, here is a patch.

Please rather use the attached patch actually: just like on Linux (e.g.
on my laptop actually), it does not disable i/o access, otherwise
several opens and then fewer closes would not leave i/o access enabled.
E.g. with the cirrus driver.

That's only for the server and a couple drivers. Most other repos are
open.
