Vagrant said on IRC a little before May 18th, 18:11, that I needed
KEEP_SYSTEM_SERVICES=nbd-client, and that worked.
The problem I have is that nbd-client is erased, and so the
sendsigs.omit.d doesn't contain the PID of nbd-client, which means that
nbd-client is killed during shutdown, and everything dies, since I have a
root NBD filesystem.

There was a bug in the sendsigs.omit.d handling that was fixed upstream:

Thanks for pointing me in the right direction!
It's included in version 5.4.0-1, and should resolve the issue.
