Subject: jqplot needs licensing clarification

I've reviewed jqplot's source and I think that it would need some
clarification to its licensing prior to inclusion to Debian.

Specifically, there's this attribution in its copyright.txt file:

 * jqplotToImage function based on Larry Siden's export-jqplot-to-png.js.
 * Larry has generously given permission to adapt his code for inclusion
 * into jqPlot.
 *

 *
 * https://github.com/lsiden/export-jqplot-to-png

I feel that there should be an explicit statement about what license
would apply to that piece of code.  The link to github and Larry's
repository is no help either since the code is there with no copyright
or license header.

I've asked both the upstream and jqplotToImage's author for a
statement but have yet to receive a reply.
