The stored output reads
/usr/bin/fmtutil: 398: /usr/bin/fmtutil: /usr/share/texmf/texconfig/tcfmgr: not found
whereas the texconfig directory has moved to under
/usr/share/texlive/texmf. Adding a symlink from the old location lets
configuration get further, but updmap still fails:

Sometimes, not accepting conffile updates in /etc/texmf/updmap.d
causes updmap-sys to fail. Please check for files with extension
.dpkg-dist or .ucf-dist in this directory

Did you run mktexlsr?
You can disable non-existent map entries using the option
--syncwithtrees.
I'll leave the installation as is for now; please let me know if you'd
like to know anything else about it.

Interesting ... that is generated with
kpsewhich --var-value=TEXMFMAIN
Can you please show me the output of the above line on your system?
Do you have files in /etc/texmf/texmf.d/*

That looks like a consequence of the above, let us for now not investigate
this further.

Good call. It looks like a setting of /usr/share/texmf accidentally
leaked through from the outer environment (mostly running testing); for
some reason I've forgotten by now, my dotfiles have historically
arranged to export the default setting explicitly. Suppressing that
setting allowed configuration to succeed, so I'll close this ticket as
PEBCAK ;-). Sorry for the false alarm!
